This is to avoid the data being misinterpreted or cherry-picked to support certain agendas, which has been a problem in the past. For example, the data prior to 2014 is severely limited. This is particularly true for incidents pre-2010. While this may appear obvious to many of us, some parties interpret the massive increase in reports from 2014 onward as accurate, which it is not. The database IS NOT comprehensive for all countries, particularly in sub-Saharan Africa and New Guinea, where most incidents go unreported. Only the Australian and USA data can be considered to be "relatively" comprehensive (minor non-fatal incidents may not be reported to authorities). Attacks were likely much more common historically (pre-1940s) than they are today, but reporting was minimal. In the late 19th and early 20th centuries, for example, news from the Dutch East Indies reported hundreds of deaths as occurring in Indonesia annually, which is higher than the roughly 100-120 that occur annually today.
